Quebec immigration programs

A variety of immigration programs exist within Quebec, enabling eligible candidates to come to Canada permanently. Quebec has been granted much more autonomy by the federal government when it comes to immigration policies and procedures, which is why its immigration laws are often treated differently from those of the rest of the country.

Canada's only province whose language is only French is Quebec. Therefore, some of Quebec's immigration programs require or give preference to immigrants who speak French. There are also ways to immigrate to the province for non-French speakers.

Certificat de sélection du Québec (CSQ)

Applications for immigration to Quebec are approved through two separate processes: selection and admission. Selected candidates are decided provincially, while admitted applicants are decided by the federal government. In order to immigrate to Quebec, applicants must meet both the selection and admission requirements. The province of Quebec itself must approve foreign nationals during the selection stage of the process.

Applicants who have been selected by Quebec's immigration authorities will receive a certificate of selection du Québec (Certificat de sélection du Québec - CSQ), which is a document issued by the provincial immigration authorities following the successful completion of an application process.

 

Quebec Skilled Worker Program (QSW)

One of Quebec's immigration paths to permanent residence is the Quebec Skilled Worker program (QSW). Each applicant must demonstrate a minimum level of skilled work experience in order to be considered for the skilled worker program. To be eligible for QSW, applicants must score at least a certain amount on an assessment grid.

An applicant does not need to be proficient in French to apply for this program, however proficiency in French may increase their score on the points assessment grid.

For consideration, candidates are required to submit an Expression of Interest (EOI) through the Arrima portal.

Quebec Experience Program (PEQ)

The Quebec Experience Program (PEQ) provides a pathway to permanent residence in Quebec. A foreign worker or an international student with previous experience in the province of Quebec is required for the program. French verbal proficiency is required for PEQ applicants. A person must also be a legal resident of Quebec at the time the application is submitted and processed to be eligible for this program.

 

Quebec Investor Program

Quebec Investor Program applicants must have at least $2 million CAD worth of net assets and be able to invest at least $1.2 million CAD in a Quebec financial intermediary. If you meet these requirements, you may be eligible for Canadian permanent residence through the Quebec Investor Program.

Quebec Entrepreneur Program

As a requirement for participating in the Quebec Entrepreneur Program, applicants must demonstrate financial capability along with the desire and ability to manage a business project in Quebec or to acquire a business in Quebec.
