A tech group wants to create a visa



A tech group wants to create a visa that would allow skilled workers without a job offer to enter Canada.


The Association of Canadian Innovators calls on the government to introduce a High Potential Tech Visa to provide in-demand professionals with a pathway to permanent residency.


A program that would allow skilled workers from the tech sector to enter Canada without a job offer is being proposed by the Council of Canadian Innovators to help resolve labour shortages in the industry. A recent CCI report outlined 13 key recommendations for policymakers to help Canada's tech sector grow.

Software developers and data scientists are at the top of the professions targeted by the High Potential Tech Visa. Holders of the card would be able to work and change jobs and obtain permanent residence in Canada. To qualify for a work visa in Canada, most people need an offer of employment, the Canadian Chamber of Commerce noted in its report on Talent and Skills.

This requirement hinders High-skilled talent seeking employment in Canada. Several studies state that professionals in in-demand occupations would likely find work if they could enter Canada to seek employment.

Additionally, remote work is becoming increasingly common due to the pandemic. As a result, CCI argues that the Canadian government should consult with the private sector about piloting the policy of allowing highly skilled foreign workers to work in Canada without receiving a job offer.

According to this proposal, software developers, engineers, or data scientists are permitted to enter the country without a job offer like one that was recently proposed in the UK.

As a complement to existing global skills strategies, the proposed technology visa would enable in-demand roles to be processed in as little as two weeks. However, according to the CCI, visa processing should take less than 48 hours for this program.
